Yep, that's when folks started banging away on this topic. Almost 20 years ago. Argh. Read the recommendations and weep.
Milda Hedblom chaired, and Steve Kelley contributed to, this Citizen's League study on what to do about high speed telecommunications in Minnesota. Milda loaned me her paper copy of the report and I scanned it into a PDF file.

Most prescient, especially since, at the time, there were maybe 15 Minnesota organizations connected to the Internet, most of them higher ed and no individual access available except via email gateways from Compuserve, MCIMail and GEnie.
There have been several other similar, though perhaps not as extensive, efforts as this one over the past 18 years that had similar or parallel recommendations that also went nowhere.
So, it makes one wonder what's different about the current effort that would cause it to avoid a similar dead end fate as all the previous and thaqt also gives the participants and observers incentive to invest their time and effort again.
